  菲律宾总统阿基诺日前在接受美国媒体采访时鼓动国际社会支持菲律宾对抗中国在南海的主权声索。

  菲律宾总统府网站5日发布消息称,阿基诺日前在接受美国《纽约时报》采访时称,菲律宾不会放弃在争议地区的“领土”。《纽约时报》的报道则称,阿基诺在受访时以1938年希特勒要求割占捷克斯洛伐克的苏台德区为例,声称自己“某种意义上”与当时的捷克斯洛伐克领导人面临类似处境,并呼吁世界各国给菲律宾更多支持,以对抗中国在南海的主权声索。

  菲总统府新闻传播运作办公室部长科罗马5日在总统府记者会上声称,阿基诺在采访中提及希特勒只是在援引历史事实回答提问,无意冒犯中国。

  科罗马称,阿基诺并未直接把中国比作纳粹德国或希特勒。他解释称,阿基诺有阅读军事历史的习惯,“这只是简单的援引史实”,采访中有前情在逻辑上导致了这一特定的引用。

  科罗马还声称,阿基诺无意给菲律宾与中国之间的领土争议“火上浇油”。(记者 张明)

Philippine President Benigno Aquino has compared China's efforts to claim disputed territories with those of Nazi Germany's, while urging world leaders not to make the same mistake of appeasement, according to the New York Times.

The Philippines has accused China of becoming increasingly aggressive in recent years in staking its claims to nearly all of the South China Sea, and Aquino reportedly said his nation could not stand up to its mightier neighbour alone.

"At what point do you say: 'Enough is enough'? Well, the world has to say it -— remember that the Sudetenland was given in an attempt to appease Hitler to prevent World War II," the New York Times quoted Aquino as saying in a lengthy interview in Manila on Tuesday.

Aquino was reportedly referring to the failure by Western nations to back Czechoslovakia when Adolf Hitler-led Nazi Germany occupied western parts of the European nation in 1938 ahead of World War II.

The president's spokespeople were not immediately available to comment on his interview with the New York Times.

Aquino's reported comments come less than two weeks after Japanese Prime Minister Shinzo Abe raised the temperature in a parallel territorial dispute with China by appearing to compare Sino-Japanese relations with the run-up to World War I.

Japan and China are at loggerheads over the sovereignty of disputed islands in the East China Sea, with paramilitary confrontations common as naval vessels and planes lurk in the background.

China also claims nearly all of the South China Sea, one of the world's most strategically important waterways as it is home to vital shipping lanes and believed to sit atop lucrative deposits of natural gas and oil.

But the Philippines, as well as Vietnam, Malaysia, Brunei and the Taiwan, also have competing claims to some of the waters.

China has been steadily increasing its military and coast guard presence in the sea in recent years to assert its claim, causing diplomatic tensions to rise and stoking concerns in the Philippines about perceived Chinese bullying.

The Philippines launched legal action with a United Nations tribunal last year in an effort to for it to rule the Chinese South China Sea claim is invalid. China has refused to participate in the UN process.

Aquino insisted that the Philippines, which has one of the weakest military forces in the region, would not concede any territory to China, but said his country needed foreign help, according to the New York Times.

"If we say yes to something we believe is wrong now, what guarantee is there that the wrong will not be further exacerbated down the line?" he said, according to the paper.

Later in the interview, he reportedly said: "You may have the might, but that does not necessarily make you right."

  对此,中国外交部发言人洪磊7日回应称,菲总统有关言论令人匪夷所思,毫无道理,中方对菲方有关说法感到震惊和不满。

  菲律宾众议员卡洛斯·萨拉特6日批评阿基诺煽动对华关系紧张,并奉劝他应谨言慎行。萨拉特说,在南海领土争端问题上,“我们的官员和总统在发表言论时应当很谨慎。他那样的言论并无助于和平解决领土问题。”他还指出,阿基诺的言论“不符合和平解决南海问题的宗旨”。

  据《马尼拉每日公报》7日报道,菲律宾大学海洋事务研究院教授杰伊·巴通巴卡尔在谈到阿基诺有关中国的言论时说:“从外交上看,我认为这是一场灾难。”

  菲前驻联合国大使劳罗·巴哈说,阿基诺的言论是“很不幸的”,“使我们再次陷入千方百计为阿基诺的话进行解释的被动境地”。

  一位名叫纳坦、自称并不亲华的网友在当地“问讯者”网站上写道,阿基诺此次谈话越线了,犯下了一个重大的外交错误。如果他的目的是为了刺激国际舆论起来反对中国,那将会适得其反。任何国家,甚至连美国和日本都不会支持他的说法。这的确是一个“业余政客”为引人注目而发表的“愚蠢言论”。

  7日,中国外交部举行春节后首场例行记者会。洪磊说,中菲南海争议主要是由菲律宾非法侵占中国南沙群岛的部分岛礁造成的,有关事实是清楚的。同时,中菲双方也面临海域划界争议问题。中方一贯坚决反对菲律宾对中国岛礁的侵占。

  洪磊说,中国是国际正义的坚定维护者,为世界反法西斯战争的胜利付出了巨大的民族牺牲,作出了不可磨灭的历史贡献。将中菲南海争议同二战历史相提并论令人匪夷所思,毫无道理,中方对菲方有关说法感到震惊和不满。

  洪磊说,中国政府维护领土主权和海洋权益的决心是坚定的。同时,我们也坚持通过有关当事方直接谈判协商解决有关争议。希望菲方改正错误,同中方相向而行,共同维护地区和平与稳定。

China on Friday reminded President Aquino it had fought on the side of the Allied Powers against fascist Japan and Germany in World War II, after Aquino likened China’s encroachment into the South China Sea with Adolf Hitler’s hegemonic moves in World War II.

In a press briefing, China’s Foreign Ministry Spokesperson Hong Lei said, “As an unwavering upholder of international justice, China made huge sacrifice and indelible historical contribution to the victory of the World Anti-Fascist War. It is inconceivable and unreasonable to place China-Philippines South China Sea disputes in the same category with the WWII history.”

In an interview with New York Times Tuesday, Aquino had called on the international community to support the Philippine position of resisting China’s hegemonic moves in the South China Sea and not to make the mistake of appeasing the Asian superpower.

The Philippines and China have overlapping claims over areas in the South China Sea together with Vietnam, Malaysia, Brunei and Taiwan.

"At what point do you say: 'Enough is enough'? Aquino asked? 'Well, the world has to say it -— remember that the Sudetenland was given in an attempt to appease Hitler to prevent World War II," Aquino, who prides himself on being a war history buff, told the New York Times in an interview in Manila.

Aquino’s remarks revived memories of the failure by Western nations to back Czechoslovakia when Adolf Hitler-led Nazi Germany occupied western parts of the European nation in 1938 ahead of World War II. Sudentenland was the region given over to Germany to appease Hitler.

Hong also said China was “shocked at and dissatisfied” with Aquino’s statement, calling his comparison of the South China Sea territorial dispute to Sudetenland as “inconceivable and “unreasonable.”

Germany was joined by Italy and Japan to form the Axis power against WWII Allies composed of Great Britain, United States, Russia, France, Poland, Australia, Canada, New Zealand, Newfoundland, South Africa, China, Canada, British Raj (India), the Netherlands, Norway and Yugoslavia.

A Xinhua News Agency commentator Ming Jinwei called Aquino “an amateurish politician who was ignorant both of history and reality.”

He also said Aquino “has never been a great candidate for a wise statesman in the region.”

Aquino Friday responded to the Xin Hua commentator by thanking him in Filipino for “reaffirming the validity of our position.”

He said, “There is a saying that if you can’t answer the issue, you resort to name-calling.”

The Philippines has asked the United Nations Arbitral Tribunal to declare as illegal China’s 9-dash line map, which claims almost 80 per cent of the whole South China Sea as Chinese territory.

Q: In a recent interview, the Philippine President Benigno Aquino III reportedly compared the Philippines which is in territorial disputes with China to pre-WWII Czechoslovakia. What is China's response to his remarks? Are China-Philippines territorial disputes exacerbating?

A: The disputes in the South China Sea between China and the Philippines mainly stem from the Philippines' illegal occupation of some islands and reefs of China's Nansha islands. The fact is crystal clear. Our two countries also have disputes over the delineation of maritime boundaries. China firmly opposes the Philippines' occupation of China's islands and reefs. As an unwavering upholder of international justice, China made huge sacrifice and indelible historical contribution to the victory of the World Anti-Fascist War. It is inconceivable and unreasonble to place China-Philippines South China Sea disputes in the same category with the WWII history. The Chinese side is shocked at and dissatisfied with the remarks from the Philippine side.

The Chinese government has firm resolve to uphold territorial sovereignty and maritime rights and interests. We also commit to the settlement of relevant disputes through direct negotiation and consultation among relevant parties concerned. We hope that the Philippines will correct its mistakes and work toward the same goal with China to jointly uphold regional peace and stability.

MANILA - Philippine President Benigno Aquino yesterday brushed off a barrage of Chinese insults triggered by him comparing China's rulers with the Nazis, as both sides traded further angry accusations over a territorial dispute.

China's state-run Xinhua news agency released a blistering commentary on Wednesday in which it labelled Mr Aquino "amateurish", "ignorant" and "lame".

The commentary came a day after Mr Aquino said China's efforts to seize disputed parts of the South China Sea were similar to Nazi Germany's actions before World War II, and called on global leaders not to make the same mistake of appeasement.

"Well, I thank Xinhua because they are reaffirming the validity of our position. As the saying goes, if someone cannot answer an issue, then he resorts to name-calling," Mr Aquino said yesterday when asked for a response to the commentary.
